For an area known as being overly politically correct, this seems less than all embracing acceptance of other's viewpoints. In Seattle I heard it is even unacceptable to call someone a "citizen". Haters gonna hate.
The "citizen" story is news to me, but Olympia seems to be going through some weird dynamics right now. Personally, I would advise tourists to keep moving on and not stop there. The downtown section has become outright dangerous. I felt safer in huge Pittsburgh a few months ago than I do in little Oly these days. The Wild West remains the Wild West out here. Olympia is an accident waiting to happen. Well, actually, the accidents are already taking place.
The I-5 corridor is the Roman Road here. The REAL Washington, which can be even scarier to outsiders in some ways, exists beyond that swath.
McCleary, where I live, is on the cusp of the real deal. A gateway.
